Hillary Walsh

Keynote Speaker

鈥淭he Complexities of Immigration Policy鈥

Hillary Walsh is the founder and managing attorney of New Frontier Immigration Law, where she focuses on representing individuals and families in a wide range of immigration matters. She also has extensive experience handling immigration appeals and complex litigation. Walsh has represented appeals in front of the U.S. Supreme Court and appeared before the Supreme Court of Nevada, the Ninth, Sixth, and Fifth Circuit Courts of Appeals, the Board of Immigration Appeals, and immigration courts nationwide. In addition to her work in private practice, Walsh serves as a law professor and is a nationally recognized TEDx speaker on immigration law and policy. to share her experience in immigration law broadly for free.

Dara Arroyo-Longoria L’22

Dara Arroyo-Longoria is an immigration attorney who focuses on humanitarian immigration matters, including asylum, protection for survivors of violence and trafficking, and other forms of humanitarian relief. Arroyo-Longoria earned her J.D. from 福利亚洲国产精品 School of Law, where she served as vice president of the Hispanic and Latinx Law Student Association and was actively involved in pro bono initiatives. She is a frequent advocate on complex immigration issues and has contributed to successful appellate litigation before the United States Court of Appeals for the Fourth Circuit.

Jordin Dickerson

Jordin Dickerson is a legal scholar and educator whose teaching and research focus on constitutional law, civil rights, and the intersection of law and public policy. She is an assistant professor of political science and public administration at the University of North Carolina at Pembroke, where she teaches courses on constitutional law, criminal procedure, civil rights and civil liberties, and judicial processes and behavior. Dickerson is also the executive director of The Southern Regional Model United Nations after previously volunteering and holding several positions, including assistant director, director, deputy director-general, secretary-general, and deputy executive director. She earned her bachelor鈥檚 in history and political science from the University of North Carolina at Pembroke and her J.D. from the University of Virginia.

Tolulope Falokun

Tolulope Falokun is an Assistant Professor of Law at the University of Detroit Mercy School of Law. Attorney Folokun earned her L.L.B. from Obafemi Awolowo University (OAU) in Nigeria, her B.L. from the Nigerian Law School, and her L.L.M. from Harvard Law School. Her research and publications focus on the intersection of emerging technologies and the law, exploring blockchain, NFTs, artificial intelligence, data privacy, and private international law. She has presented her scholarship at numerous conferences, including the Governance of Emerging Technologies and Science (GETS) Conference 2025, the Conflict of Laws Workshop (CLAW) 2025, the Southeastern Association of Law Schools (SEALS) Conference 2025, the Belmont Law Review Symposium 2025, the University of Windsor Law & Entrepreneurship Conference 2025, the Mid-Atlantic Law & Society Association (MALSA) Conference 2025, among others.

Kailey Houck

Kailey Houck is an attorney and judicial law clerk with experience in state and federal courts, private practice, and legal scholarship. A 2025 graduate of the University of Denver Sturm College of Law, Attorney Houck served as Editor in Chief of the Denver Law Review and was elected to the Order of the Coif. Attorney Houck served as a law clerk to Justice Melissa Hart and currently serves as a law clerk to Justice Susan Blanco of the Colorado Supreme Court and will join the U.S. District Court for the Southern District of New York as a law clerk to Magistrate Judge Robert W. Lehrburger in 2027. Attorney Houck鈥檚 scholarship has been published in the Fordham Urban Law Journal Online and the Denver Sports & Entertainment Law Journal, with additional work forthcoming.

David Leopold

David Leopold is a partner at Thomas Hine LLP and one of the nation’s leading immigration attorneys. His practice encompasses employment-based and family-based immigration, citizenship, removal defense, and complex immigration litigation. A former national president of the American Immigration Lawyers Association (AILA), Leopold has received numerous professional honors, including AILA’s Edith Lowenstein Memorial Award for excellence in advancing the practice of immigration law. He has taught immigration law as an adjunct professor and is a frequent author and commentator on developments in immigration law and policy.

Allen Orr Jr.

Allen Orr Jr. is the founder and principal attorney of Orr Immigration Law Firm, where he represents businesses, multinational corporations, and individuals in employment-based immigration matters. Before founding his firm, he practiced immigration law at one of the nation’s largest international law firms. Orr earned his bachelor鈥檚 degree from Morehouse College, and his J.D. from Howard University. He is a nationally recognized leader in immigration law, having served in numerous leadership roles within the American Immigration Lawyers Association (AILA), and is the recipient of AILA’s Joseph Minsky Young Lawyer Award. He has authored and edited several leading immigration law publications, including multiple editions of the “Immigration & Nationality Law Handbook,” and is a frequent speaker on employment-based immigration and immigration compliance

Maria Rosales

Maria Rosales is the executive director of , where she leads the organization’s efforts to welcome, advocate for and empower immigrants and refugees through direct services, community education and cross-cultural engagement. Dr. Rosales earned her bachelor’s degree from California State University, Stanislaus, and her doctorate in political science from the University of California, Berkeley. In 2005, Dr. Rosales joined the faculty at Guilford College, where she served in a series of academic leadership roles over nearly two decades, culminating in her appointment as provost and chief academic officer.

Heather Scavone

Heather Scavone is an attorney with extensive experience representing refugees, asylum seekers, survivors of human trafficking, and other vulnerable immigrant populations. Attorney Scavone is an Assistant Professor of Law at 福利亚洲国产精品 School of Law, where she teaches Constitutional Law and Professional Responsibility at Elon Law鈥檚 Charlotte campus. She spent seven years with U.S. Citizenship and Immigration Services (USCIS), an agency of the U.S. Department of Homeland Security, where she served as Associate Counsel in the Office of the Chief Counsel. She previously served as Assistant Professor of Law and Director of the Humanitarian Immigration Law Clinic at 福利亚洲国产精品 School of Law, where she led a nonprofit legal services program providing representation to refugees and asylum seekers while mentoring law students in humanitarian immigration practice. Before joining Elon, Attorney Scavone directed the Immigration Legal Services Program for Lutheran Family Services in the Carolinas. She has authored publications on humanitarian immigration law, including “Evidentiary Challenges to Refugee/Asylee Relative Petitions: A Practitioner’s Resource,” and is a frequent speaker on refugee protection and immigration law.
